Property Pool Plus Consultation on Proposed Policy Changes.

The Councils of Halton, Knowsley, Liverpool, Sefton, and Wirral jointly operate a housing allocations scheme known as Property Pool Plus. The scheme was first introduced in 2012, with the most recent version being implemented in January 2024.

Since January 2024 the scheme partner local authorities have identified some parts of the scheme which they would like to change.  The proposed changes are in accordance with the statute and statutory guidance which local authorities must adhere to when allocating social rented housing.

The scope of the proposed changes include:

  • A range of wording changes to improve clarity, consistency, and to correct identified inaccuracies in the existing wording.
  • Minor policy changes which will have a limited impact on a relatively small number of applicants, but which will improve the local authority’s ability to administer the policy more effectively to meet housing need.
  • Three significant changes which will impact a larger proportion of those applying for rehousing via the PPP scheme. These changes will directly assist the partner local authorities to respond to the increased demand on housing services to assist those in the greatest housing need with the most appropriate housing solutions.

Prior to finalising the proposed scheme changes we are inviting comments  from people who are currently registered with the Property Pool Plus scheme. If you wish to comment on the changes, please send these by email, using the email address from the table below for the local authority you are registered with. Please do not send comments through your online PPP account as these may not be considered as part of our analysis.

The closing date to submit comments is Sunday 16th February 2025.

If you respond with comments, it would be useful if you could include:

  • Which Local Authority manages your PPP application
  • Your name
  • Your address (including postcode)
  • Email address
  • Contact telephone number

Once the consultation period closes, all comments will be collated and considered in relation to taking the proposals forward.

Update on submitting your verification documents.

In general, we will only accept verification documents submitted via the upload facility which is available when logged into your Property Pool Plus account. Please click here for a step by step guide on how to upload your documents. 

  • If you are unable to submit your documents via the upload facility, you can email or post copies of the documents to the organisation who manages your application, but you must include notification that the documents cannot be uploaded and include the reason for this. Without this notification your documents will not be processed and they will be securely disposed. If you do post documents to your administrator please do not send original documents, only send copies as we cannot guarantee that originals will be returned to you. Please visit the Contact Us page for the contact details of the organisation who manages your application.
  • Please note, documentation will not be accepted by email or post due to lost or forgotten account login details. If you are unable to locate these details you can retrieve them via the login page on the website as long as you have an email address linked to your account and you have access to this email account, otherwise contact the organisation who manages your application to request assistance with resetting your login detail. Please visit the Contact Us page for the contact details of the organisation who manages your application.
  • Documents being submitted by a third party or support service in support of a Property Pool Plus applicant can be accepted by email. Please visit the Contact Us page for the email address of the organisation who manages the application.

New Extra Care Scheme in Knowsley

A new Extra Care scheme has recently opened in Knowsley and is now open to applications. Arncliffe Gardens in Halewood is for Knowsley residents predominantly aged 55 years and over. All applicants are required to be assessed by Adult Social Care as per Knowsley Council's Extra Care Allocation Policy, which can be read here
